It was worse than you thought: Nearly 22,000 cab drivers ripped off riders in a massive rate-switching scam that netted the underhanded hacks more than a million bucks.

Taxi and Limousine Commissioner David Yassky said Monday that "in the neighborhood of 40 drivers" ripped off more than 1,000 passengers each.
