That seems to be the message from Washington to Louisiana. The nation insists LA clean up its admittedly shady levee board structure (although floodwalls, once poorly designed and constructed, can't be maintained into soundness--the levee board responsibility). But now comes the Times Picayune with the story of the Blue Roof blues--how and why the Corps of Engineers overpaid dramatically for the tarps covering the place where the roof used to be.
