The nation insists LA clean up its admittedly shady levee board structure (although floodwalls, once poorly designed and constructed, can't be maintained into soundness--the levee board responsibility). But now comes the Times Picayune with the story of the Blue Roof blues--how and why the Corps of Engineers overpaid dramatically for the tarps covering the place where the roof used to be.
