Following the 2002 and 2006 FIFA World Cups, FIFA wanted to strengthen the support given to referees worldwide. This support is for continued support and formation for elite referees who are called upon to officiate at FIFA tournaments. It is also for support at the national level to ensure that the national refereeing instructors and national referees have access to the FIFA standards in refereeing.
