He's bringing up Medicare and social security again; iIt shows how badly they want to get at that social security trough despite public resistance and having failed two previous times. They want to get their hands on that money in the public coffer and they're not going to give up.

So far, Bush has basically been giving a list of his opposition to the public position on every issue concerning Americans, from escalating the war on terror, wire tapping, and to using monies saved in social security.
