The speech is the same old script: to remind the public to be scared. If Bush were to do this to an empty room or to a camera no watching at home would have any idea what he is saying. It's the applause of the supporting cast and the camera panning to key players that make the speech feel like there's any meaning, but it's utter gibberish intended to scare people.
